CCAI’S ROLE IN REJUVENATING ILLINOIS CHILD WELFARE
Join your CCAI colleagues for our Summer Membership and Annual Meeting.
The DCFS Change Agenda
George Sheldon, Director, Department of Children & Family Services
Director Sheldon will share his vision of what the DCFS change agenda must be for the next 2 years. Based on Illinois’ performance record in permanency, recent scrutiny of residential treatment and budget constraints—where does he propose the public child welfare system must change? How will the private agency provider community play a role in that change agenda?
This is an opportunity for CCAI members who provide all types of services to engage in a frank dialogue with the new Director. Members will have the opportunity to react to Director Sheldon’s ideas, to ask questions and offer their own ideas.
Developing Capacity for High Needs Youth: A Data Driven Model
Fred Wulczyn, Senior Researcher, Chapin Hall
Mr. Wulczyn will share a model he has developed that can aid our child welfare system—and our agencies—in planning to meet treatment and service needs for high needs youth in care which can:
· Generate data-driven capacity planning to help our system better plan the resources needed to assure our system responds to shifts in population and risk factors of youth.
· Aid individual agencies make good business decisions about the type and amount of care that the public systems will need from the private sector.
Fred seeks an open discussion with providers across the continuum about the model and how it could be used in Illinois and with our member agencies to make solid business decisions and create the right resources needed for Illinois kids.
CCAI’s Role in Rejuvenating Our Children’s System
A facilitated analysis among our members will assess how CCAI agencies can play a pivotal role in the rejuvenation of our child welfare system. What implications does the DCFS Change Agenda hold for CCAI Agencies? What are the implications for mental health/system of care in the NB Consent Decree and in new designs for children’s behavioral health? How do we provide and create essential services our systems need within the current programmatic and fiscal environment?
The CCAI board will assist in setting the framework for the discussion, and we will provide an expert facilitator for the discussion.
We encourage participation from all levels of staff in your organizations. The future of child welfare and children’s services depends not only on our executives but on your emerging leaders and best program operatives. Our plans for CCAI can only be enhanced by participation of a diverse group of leaders with many and varied ideas.
