JCFS seeks an experienced senior executive to use the recommendations of the new strategic plan to chart a course of continued growth and achievement while at the same time addressing the remaining challenges from the merger. The Executive Director will serve as the primary public representative for JCFS in the agency’s interactions with government agencies, the Jewish community and the community at large. In addition to ensuring the operational excellence and effectiveness of JCFS and the adherence to the high standard of services it offers, the new Executive Director will work closely with the Board of Directors and play an important role in stewarding relationships with major donors and their families. JCFS is an affiliate agency of and is generously funded by the Jewish United Fund/Jewish Federation of Metropolitan Chicago.

BACKGROUND

The mission of Jewish Child and Family Services (JCFS) is "to provide help, healing, and caring services infused with Jewish values to strengthen lives in our community." Jewish Child and Family Services (JCFS) was established in 2006 though a successful merger of two highly regarded non-profit agencies, each with a long and distinguished record of service to children and families of all backgrounds in the Chicago area – the Jewish Children’s Bureau (founded in 1893) and Jewish Family and Community Services (founded in 1859).

JCFS is an affiliate agency of and is generously funded by the Jewish United Fund/Jewish Federation of Metropolitan Chicago, the largest not-for-profit institution in Illinois and the central address for Chicago’s Jewish Community. The agency’s well trained and highly credentialed management staff is valued by peers, colleagues and its Board of Directors. JCFS is an important service provider for DCFS as well as other state and federal funders. Its services are rigorously monitored using CQI and it has a national reputation as a professional learning center. JCFS provides a broad array of services including Counseling and Support for adults, children, families and couples; Community Programs and Services; Residential and Child Welfare Services; Education and Childcare Services; and Services for People with Disabilities.

JCFS serves adults, children and families at 14 locations throughout Chicagoland and has an annual operating budget is $31.2 million. More than 19,000 people benefit from JCFS services each year. Of the 3,942 clients served directly, approximately half are Jewish, 39% are children and 17% are age 56 and older. Approximately 43% reside in the City of Chicago and the remainder, in a large number of communities in Cook and other surrounding Illinois counties. JCFS programs include:

Residential Services: JCFS Residential Services Program serves children and adolescents in five group homes, all located in the Rogers Park Neighborhood on Chicago’s North Side. Together the five homes have the capacity to serve 39 youth ages 6-20 at any one time. In FY 07, a total of 65 clients were served.

Foster Care: The Foster Care program provides Specialized Emotional, Specialized Medical, and Traditional Foster Care (DCFS) services for the state under contract with the Illinois Department of Children and Family Services.

 

System of Care (SOC): The System of Care Program provides mental health services and support to children in foster care when placements are at risk of being disrupted. The program served 196 children during FY07.

The Therapeutic Day School: The JCFS School is designed to meet the needs of students with emotional and behavioral disorders who have adjusted poorly within traditional educational settings and the community at large. The JCFS School operates on the principle that a therapeutic environment for students with emotional, behavioral, and learning problems requires meaningful participation from parents, students, mental health professionals, and the community.

Respite Services: JCFS Respite Services provide short-term relief for families of children with special needs while enhancing the children’s growth and development. JCFS Respite services are unique in that they may involve the siblings of the clients; all respite workers are supervised by a master’s level social worker; and the spectrum of needs supported and addressed covers a wider range than those often served by other programs.

Counseling Services: JCFS provides counseling services to adults, children and families. Although the majority of the clients are seen individually, group therapy is provided where appropriate. Service is also provided to the community through lectures and workshops dealing with such topics as loss of a parent or issues of the sandwich generation.

JCFS’s accomplishments during FY 2008 include:

The ongoing development of JCFS as an integrated entity. Staff retention remains as high as it was before the merger.

Client satisfaction and client outcome studies have shown the same or better results compared to before the merger (client satisfaction exceeds 90%+). The merger makes more resources available to all clients, albeit straining those resources as the demand for services increases.

A new comprehensive strategic plan has been completed and the operational planning with staff has begun. The process of working on the plan has brought the board and staff closer together both within and between the two groups.

All clinical staff has now completed their training on the CSM, our client information system, and are using it. This use has immediately highlighted and led to the resolution of gaps between our record keeping procedures and the COA, and field and best practices standards.

The first-ever audit of our Autism Academy resulted in the Illinois State Board of Education identifying our program as "the best in the State of Illinois". Likewise, DCFS has identified MAC (Maintaining Adoption Connections), as one of the top programs in the state. (MAC was newly launched this year.)

After working with legislators and senior budget and DCFS officials, the JCFS group homes received a $400,000 rate increase.

JCERT teams continue to provide support for persons and organizations experiencing severe trauma. Significantly, our teams were part of the efforts to support students, faculty, and community members at both the Virginia Tech and Northern Illinois campuses. Our work at both universities continues.

 

The Position:

This is an exciting opportunity to head a premier human service agency. JCFS seeks an experienced senior executive to build upon its resources and accomplishments and lead the agency as it considers new ways meet the growing and changing needs of the community. The Executive Director must be experienced in leading an organization through and implementing change. Building upon the excellent work of the retiring CEO Dr. Robert Bloom, talented staff and committed board, the Executive Director will use the recommendations of the new strategic plan to chart a course of continued growth and achievement while at the same time addressing the remaining challenges from the merger. Some of those challenges include the integration of accounting and financial reporting, enhancements in other areas related to infrastructure, building annual fundraising, endowment and special grants, expanding the agency’s marketing capacity and visibility, to maintain continued prominence as a "professional learning center", improving the agency’s advocacy programs and continuing the process of integrating the staff and the board as they work together under new leadership. The Executive Director will work to foster cordial, cooperative and collaborative relationships with the Jewish Federation and other Federation agencies. The Executive Director will serve as the primary public representative for JCFS in the agency’s interactions with government agencies, the Jewish community and the community at large. In addition to ensuring the operational excellence and effectiveness of JCFS and the adherence to the high standard of services it offers, the new Executive Director will work closely with the Board of Directors and play an important role in stewarding relationships with major donors and their families.

RESPONSIBILITIES

Leadership and Vision

Lead the Board and staff in shaping the strategic plan that builds upon the current plan and overseeing the implementation of action plans.

Recommend appropriate program directions and modifications based on client and community needs and national trends. Demonstrate flexibility in a climate of changing funding and programmatic priorities.

Provide direction for the Board and staff to enhance both human and financial resources to assure continued growth and success.

Provide leadership in Board development to ensure that the board has members who can provide the leadership and professional expertise required to guide the agency in the future. Helping to recruit the right people, providing training, and motivating members to fulfill responsibilities.

Serve as the public spokesperson for JCFS by effectively representing its mission, as well as its goals and services to board, staff and current and prospective supporters throughout the Jewish community as well as in the community at large.

Serve as a representative of JCFS in coordinating existing programs and formulating new programs, which collaborate with the Jewish Federation and other Jewish community agencies, schools and synagogues, as well as those in the community at large.

 

General Management

Build and maintain effective and trusting relationships with JCFS’s senior management team and staff. Encourage and empower staff to maximize productivity, ensure professional excellence and high quality standards, and promote teamwork.

Ensure that day-to-day operations and programs are effectively administered and communicate with the Board about operational or situational challenges facing the organization.

Continue to recruit and retain the highest quality professionals to ensure that state of the art programs and services are available to clients of JCFS. Continue to provide appropriate training and professional development opportunities to ensure the growth and retention of staff.

Provide expertise and leadership regarding the ongoing evaluation of JCFS’s programs.

Serve as an advisor to the Board of Directors, keeping it informed with appropriate information to support its policy-making responsibility.

 

Finance and Administration

Closely monitor the financial status of the organization and ensure that sound financial controls are in place and observed.

Oversee the work to integrate client and accounting software and technology.

Work closely with the CFO and Finance Committee on all matters of JCFS finances. Ensure a budgeting process that provides both accountability and program creativity.

Evaluate the financial impact of ongoing programs and new initiatives.

Ensure that financial planning and oversight protects and grows the Agency’s assets.

 

Fund Development

Ensure resource development to support the Agency’s operations, planning and facilities.

Steward on-going relationships with current major donors and their families.

Work directly with government agencies on matters related to contracts and services.

Develop and maintain positive relationships with donors and other funding sources.

Build a development program and staff to enhance the success of annual fundraising efforts, expansion of the agency’s endowment and pursuit of new grants.

Consider building and marketing programs and services to clients have the capability to pay fees that will sustain those programs and provide resources for other needs.

 

Public Advocacy and Community Relations

Serve as an articulate and persuasive spokesperson for the organization to the external community, staff, board and donors, including other community service agencies.

Work independently and in coalition with others to influence federal, state and local policy and legislation that impacts services to clients.

Advance the visibility and public profile of JCFS by developing new and innovative approaches to increase community awareness of its services.

Build relationships with local, regional and national constituencies, including other agencies of the Jewish community and the community-at-large to establish potentials for collaboration, funding, and increased awareness of agency programs and services.

Continue JCFS’s presence at relevant professional and nonprofit associations.

 

QUALIFICATIONS

 

Professional

An advanced degree from an accredited college or university in a field related to JCFS’s mission and programs.

Experience as a senior executive of an agency that is similar or larger than JCFS in size of budget and staff and number of sites

Strong management skills, with an ability to manage diverse operations, effectively multi-task and a style that encourages creativity, growth, collaboration, problem solving, open communication and accountability.

Expertise in healthcare and/or human service programs and delivery.

Proven success in working with government agencies, organizations and funders in both the private and public sectors.

Understanding of fundraising at the major gift level, with the ability and enthusiasm to involve and solicit Board and other community leaders for current and planned gifts.

Experience as a public spokesperson and representative to government, partners and donors. Outstanding verbal and written communication skills for use with Board of Directors, staff and community.

Experience working with a Board of Directors and volunteer committees.

Track record of effectiveness as a strategist and planner.
