Position Title: Clinical Director
Department: Residential Treatment Center
Reports to: Vice President of Residential
Directly Supervises: Clinical Therapists
Position Summary:
Under the Direction of the Vice-President of Residential, the Clinical Director plans, develops, directs, and supervises effective therapeutic services for the Residential Program. This includes responsibility for overseeing staffings for all the residential services, scheduling case conferences, directly meeting with therapists on a weekly basis (in a group setting) to provide for clinical supervision, consults on difficult and complex clinical cases, ensures that therapists are providing competent clinical services and are up to date on findings in the field.
Essential Functions and Responsibilities:
Monitoring Service Delivery
Monitors completion and appropriate content of written documentation on a regular basis to ensure appropriateness, accuracy and timeliness.
Provides regular supervision of therapists.
Routinely evaluates services against the program plan, governing bodies and policy and procedure; makes necessary adjustments to improve the effectiveness of the program.
Monitors and interprets DCFS, Medicaid, COA, agency and other relevant policies to ensure that assigned staff are familiar with current policies and that the residential program is consistent with these policies.
Identifying and Addressing Client Needs
Provides consultation and direction to the residential program for client interventions and problem resolution.
Guides all Residential employees to practice in a clinically appropriate manner in mind with best practice standards and ethical practice guidelines.
Guides and directs in moments of crisis to minimize trauma and support the work of the staff.
Educates staff on mental health diagnoses of clients and assists supervisory staff in consideration of appropriate interventions based on diagnostic presentation.
Considers cultural factors that may be impacting on the clients, gauges the appropriateness of services along cultural norms and standards, and addresses the cultural needs of the clients.
Considers diversity factors when supervising the development of treatment plans and clinical assessments.
Developing and Leading Employees

Orients and trains new employees according to program and department guidelines to ensure all new employees are ready and able to perform as necessary.Sets and evaluates clear and collaborative individual performance goals for direct employees.
Encourages employee development by supporting training, assigning challenging work, and delegating tasks when appropriate.
Coaches and mentors employees around employee interests and career goals.
Provides critical feedback to employees around areas of development for increased performance.
Recognizes and rewards employee performance, initiative and decision-making (rapid rewards, employee of the month, etc.).
Completes meaningful Annual Performance Reviews for all employees and submits on time.
Ensures that employees are aware of the ethical, legal, and moral implications of the work that they provide.
Under the direction of the Vice President of Residential, develops training curriculums and makes presentations to educate the residential staff.
Program Administration and Planning
Participates in the development of the Residential Budget.
Maintains current knowledge of UCAN, DCFS, Medicaid, and COA procedures and acts as a resource to employees in these areas.
Participates in the development and implementation of the UCAN clinical philosophy via the clinical forum meetings, trainings, and the development of resources that support the philosophy.
Accurately completes all reports and documentation required by DCFS and other contracting and regulatory bodies. Ensures that employees complete their paperwork in a timely and professional manner. Ensures all Medicaid documentation is completed and submitted as required.
Reviews clinical documents for completeness, quality, and professionalism and only signs off on documents when these standards are met.
Uses clinical and population specific knowledge to provide appropriate services and programming for clients.
Ensures that Crisis Management protocols for the program are followed.
Manages employee job performance by following HR procedures and documentation requirements for: hiring; job scheduling and assignment; disciplinary actions; recommendations for salaries, raises, promotions, demotions and terminations.
May be required to take a small specialized caseload that requires special expertise and clinical acumen.
Coordinates the Medicaid required supervision groups.
Quality and Accountability
Strategizes with the Program Directors and the Vice-President of residential services on program evaluation and methodology for continuous quality improvement in file quality, staff development, outcome goals, client services, and other issues related to program quality.
Is a leader in the program in accountability, quality and compliance through example and modeling behavior.
Complies with ucan Continuous Quality Improvement initiatives and corrective plans.
Recommends policy, practice and procedural changes to better serve clients and to comply with regulations.
Team Building and Agency Networking
Builds a strong clinical team with positive interpersonal relationships with the whole of the residential program. Clearly defines each employee’s role and responsibilities within the team

Coordinates services with multiple UCAN programs to ensure appropriate services for clients and teamwork between programs.
Plans for client transitions to other UCAN programs to provide seamless transition for clients and a cooperative team process.

Performs other related tasks as required or assigned.
Education/Job Experience/Certification:
Doctorate or MSW or MA/MS in Human Service field required.
LCP, LCSW / LCPC/ LMFT or other clinical licensure required.
Five years experience in behavioral health.
Experience working in residential facilities or psychiatric facilities preferred.
Therapeutic Crisis Intervention certified or obtains within 30 days of employment.
First Aid/CPR certified or obtains within 30 days of employment.
Special Knowledge and Qualifications:
Ability to become a trainer in Therapeutic Crisis Intervention and First Aid/CPR.
Excellent interpersonal and problem solving skills.
Is open and respectful of cultural and socioeconomic characteristics of clients and is willing and competent to work with a diverse client population.
Experience or ability to use computers for data entry, communication and report writing.
Valid Illinois driver’s license required.
Work Environment/Hazards:
Crisis prevention and behavior management techniques may include restraining, lifting, and transporting clients. Hazards include risk of exposure to communicable diseases and risk of injury associated with emotionally disturbed residents with the potential to lose control.
