DCFS has posted a draft
copy of the Chafee Foster Care Independence Program Multi-Year Plan on the DCFS
website for review and comment. It can be accessed by clicking on the DCFS
website�s front page. The plan outlines a general framework of the existing
service delivery system for older youth and plans for enhancements. The plan is
due to the DHHS on June 30, so comments must be made in the next 2 weeks. (MB)

House Bill 1985 which would
provide for Medicaid reimbursement for clinical psychologist, clinical social
worker or clinical professional counselor passed the House but was referred to
Senate rules committee and no further action occurred during this session.
House Resolution 350 was
adopted and creates the Project Success Oversight
Committee to provide
on-going oversight of the Project Success Program. Project Success was funded at the level of the
appropriation for FY 2001 and maintained as a separate line item in the budget.

Other mental health
legislation that did pass both Houses included HB 3002 related to the Human
Services Annual Plans, HB 3003
related to DHS long term care facilities and abuse/neglect, HB 3392 which
creates a disability workforce task force, and SB 461 related to early
intervention services. SB 461
included language related to coordination of early intervention services with
Medicaid, KidCare, and maternal and child health services.
Also indicated circumstances in which private insurance could be used to
pay for early intervention services. Requires
annual reports by the Department to the General Assembly and provides for an
Early Intervention Legislative Advisory Committee.

Because of the rush in
trying to get information out to the membership, we inadvertently gave out wrong
information relative to the status of Project Success and Teen Reach in the FY
02 DHS Budget. The lines remain, as
we reported, broken out separately. However,
Project Success is funded at the same levels as last year, and Teen Reach has a
small increase of $173,700 over last year�s appropriation.
There has been no official word from DHS as to whether there will be any
changes in how this money is allocated for these programs.
We will keep you posted. We
apologize for the incorrect information that was distributed last week�we went
with the best information that we had available�unfortunately, it was wrong!!

We are compiling a listing
of the pieces of substantive legislation that the Association was tracking in
the Spring Session of the General Assembly and that were subsequently passed
by the legislature. We are sending
these out to the Association�s Public Policy Committee but this list will also
be available to any interested member agency.

Executive Directors are
asked to save the date of July 19 for a special retreat with the CCAI board at
Stoney Creek Inn in Peoria. This will be an opportunity to exchange views on the
future directions of CCAI, brainstorm on the current critical challenges facing
member agencies and the association and arrive at some mutual agreement on our
work plans for the year ahead. Board members will meet the following day on July
20 to discuss and develop the board work plan in relation to the challenges
outlined on July 19. Watch the mail for registration information. (MB)
The CWAC SACWIS Advisory
Committee met on June 5th at LCFS in River Forest.
The agenda included a review of the Best Practice project, Phase I of
SACWIS design and timetable for Phase II, major issues (Medicaid, residential,
communication, training, security and technical), report of POS focus groups
discussions, status of POS advocate positions, and review of contracts/billing
schedules.
During the discussion of
the timetables for Phase II design sessions, it was reported that American
Management Systems has identified July 17th and 18th as
the first dates for the orientation session for the subject matter experts that
will participate in the Joint Application Development sessions.
Since the design sessions are scheduled to begin July 24th, it
was recommended that AMS in conjunction with Sam Traylor (SACWIS Project
Manager) and Steve Bradshaw (DCFS POS Liaison) develop additional dates by the
end of the week of June 15th in order to allow sufficient time for
all POS participants to incorporate an orientation session into their schedule.
The issue was also raised how information from the JAD sessions would be
shared with POS participants that will be traveling.
How can they access the information electronically between the meeting
dates � end of one day�s session and before the next morning?
A large part of the
discussion at the meeting centered around the three year contracts for the
equipment and when bills would be paid. Since
the equipment is being funded under a grant arrangement there are several
differences from the normal contractual process.
Since we are approaching the end of the fiscal year and some agencies
have just received their signed contract, what is the final date for submission
of bills this year? Since there have been numerous delays to the agencies in the
issuance of contracts before the end of the fiscal, what steps could be taken to
accommodate the contract process and submission of bills for FY 01?
It was recommended that a letter be sent out to all agencies to notify
them that in order to receive reimbursement for any expenses they may have
incurred during FY 01, they must have a signed contract executed and in the DCFS
system, so all contracts need to be returned by June 15th.
Also that any bills to be reimbursed out of 01 funding need to be
submitted to DCFS by June 25th.
Since this is a grant arrangement any bills submitted after the end of
June would have to be paid out of FY 02 funding.
Another issue is what happens to those agencies that cannot spend all of
the FY 01 funding allocated to them. For
example, if an agency�s allocation was $30,000 for this fiscal year but they
are only able to spend $20,000. The
remaining $10,000 would be moved to the fourth year funding of the grant - FY
04. What agencies need to be aware
of is that at this time the required date for agencies to be certified falls
within the third year funding period � FY 03.
Although funds not spent during FY 01 are not lost, agencies would not be
able to receive reimbursement for some expenses until well after SACWIS
certification was required if any portion of the equipment is to be reimbursed
from fourth year funding. A
workgroup is being organized within the Advisory Committee to review the
certification requirement issue.
Meeting dates for the
remainder of the calendar year are: July 10, August 7, Sept. 11, Oct. 2, Nov. 6
and Dec. 4. (JMS)
The Springfield Technical
SACWIS Question and Answer meeting with Spectrum brought about new issues that
have resulted in a letter to Sam Traylor (SACWIS Project Manager).

The Chicago Technical
Q&A meeting will be June 14th from 10 a.m. to 12 Noon.
Cook agencies that could not attend the Springfield meeting asked if a
Chicago meeting could be held. Chuck
McLaughlin from Spectrum will not be able to attend but Steve Bradshaw, the
SACWIS POS Liaison, Susan Klein-Rothchild (Spectrum Management), and Rommel
Sangalang (CCA) can answer questions on the certification plans.
New issues and questions that we cannot answer will be brought to Chuck
at a later date.

What is a Financial Resources Development Program?
Learn the answer in this session, and

income for daily/annual
operations, capital gifts and grants for programs and facilities, and
endowments for various

examines the basic elements of a development program, programming
and staffing options, timeline expectations, and the role of staff,
board, and volunteers. Also
included in the session will be information on how to assess your
development potential and the
technology needed for support.

JUVENILE JUSTICE
CONFERENCE
Save the dates of July 11
and 12 for the CCA co-sponsored conference on Juvenile Justice, �New
Partnerships for Juvenile Justice-Implementing Balanced and Restorative Justice
in Illinois,� at the Holiday Inn Matteson.
The conference will include
a plenary session by national expert, Dennis Maloney on National Perspectives
and Challenges for Illinois, presentation on developing a comprehensive juvenile
justice policy from Cook County State�s Attorney�s representatives and a
number of workshops highlighting current innovative programs using the balanced
and restorative justice principles. In the works are commitments from other
national presenters on federal funding streams and new initiatives. There will
also be a panel exchange on development across disciplines of future policy
initiatives. This conference will provide a unique opportunity for CCA members
to network with key players in the legal system and policy community as we move
towards intensifying our interests and advocacy around juvenile justice

FELLOWSHIP
OPPORTUNITIES
The Joseph P. Kennedy, Jr.
Foundation sponsors a Public Policy Fellowship for outstanding professionals and
parents who have demonstrated a commitment to persons with mental retardation
and their families, and an interest in how policy is developed in Washington.
This one-year fellowship carries a tradition of contribution to the
policy making process, working with Members of Congress and their staff or with
key Executive Branch Agencies. The
foundation seeks nominations of either professional or parent leaders in the
field who have a demonstrated commitment to persons with mental retardation and
their families, and who would be interested in this intensive, year-long
opportunity. We hope they return to their home communities with a greatly
broadened perspective and improved skills with respect to public policy as it
impacts persons with mental retardation and other disabilities and their
families. Experience has taught us
that this opportunity enhances people�s ability to be creative in the field of
services and supports to persons with mental retardation and their families.
Past Public Policy Fellows have assisted with a variety of legislation,
such as the Developmental Disabilities Act, the Individuals with Disabilities
Education Act, the Ticket to Work/Work Incentives Act, the Foster Care
Independence Act and bills expanding health care opportunities for people with
disabilities. Some fellows have
assisted with the implementation of the Administration�s efforts in broad
policy areas. All have enjoyed and
profited from their extraordinary opportunities.

to the attention of the Public Policy Fellowship Program.

INTERVENTION UPDATE TRAINING
Cunningham Children's Home

Cornell University TCI crisis intervention model. This update will provide previously certified instructors
with the new, revised curriculum, new manuals, new videos, and updated physical
restraint techniques.
