DEADLINE FOR COMMENTS ON THE BEST PRACTICE GUIDES RESCHEDULED

Comments are due by September 28, 2001.

During the week of August 26, 2001, private agencies throughout the state received draft copies of the  (1) Substitute Care Licensing and Resource Development, (2) Agencies and Institutions, and (3) Day Care Licensing guides on Best Practice, mailed by IDCFS. Due to the lateness of the mailing, comments are due by September 28, 2001.

 

COOK PERFORMANCE BASED WORK GROUP RESCHEDULED

The Cook Performance Based Work Group meeting has been rescheduled from September 17. It is now rescheduled for Wednesday, September 12 at 9:30. (MB)

 

 

UIR WAIVER PROCESS EFFECTIVE SEPTEMBER 1

The anticipated UIR waiver for high-end children has been completed by the work group, approved by DCFS and is ready for use as of September 1. These materials will be sent to you by DCFS directly. However, we are including the entire format in the Monday Report because of the urgency of the effective date and the many questions generated by agency staff. As a reminder, the new UIR process is effective September 1. We thank Ed Sherk of Shelter, Inc. for his leadership of this work group with DCFS. (MB)

 

 

ILLINOIS DEPARTMENT OF CHILDREN AND FAMILY SERVICES

REQUEST TO WAIVE REPORTING UNUSUAL INCIDENTS

 

 

UIR WAIVERS

The Department of Children and Family Services� requirements for reporting unusual incidents are described in Rule 331.  Rule 331 also provides for the requirement to report unusual incidents to be waived by the Division of Clinical Services in exceptional cases.  Waivers can be approved only for individual children, and not for a residential unit or program. In order to request an exception to the Department�s unusual incident reporting requirements, one of the following conditions must be true:

 

The child has a repetitive behavior or behaviors that require intervention, but are usual and customary for this child.

 

The incident, which would otherwise be reportable, is addressed in the child�s

Individual Treatment Plan.

 

Waivers that would result in a violation of DCFS Rule 384, the accreditation standards of the Council on Accreditation for Children and Family Services (COA), the reporting requirements of the Abused and Neglected Child Reporting Act (ANCRA), the Criminal Code, or any other state or federal regulations or standards will not be approved.

 

 

REQUESTS TO WAIVE DCFS REPORTING REQUIREMENTS

Requests to waive the Department�s requirement to report unusual incidents must be completed by the clinical supervisor or clinical administrator responsible for oversight of the child�s treatment.  The UIR Waiver Request Form (attached) must be submitted to the Division of Clinical Services along with the following documents: Mental Health Assessment, Psychological Evaluation, Medical Evaluations and Reports, Individual Treatment Plan (ITP), ITP Review Summaries, along with any other clinical information which should be considered.  Within five working days of the receipt of this information, staff in the Division of Clinical Services will review this request with the submitting agency by telephone.

 

 

WAIVER REVIEW PROCESS

The Division of Clinical Services is responsible for reviewing all requests to waive the Department�s reporting requirements for unusual incidents and for notifying providers of the determination that is made.  Approval to waive reporting requirements is issued for a specified period of time, not to exceed six months, with higher risk behaviors subject to more frequent reviews.  Providers will be informed in writing of the determination made by the Clinical Division within fourteen days of the receipt of a request to waive reporting requirements.

APPROVAL PERIOD / RENEWAL

Providers may request an extension of the approval period of a waiver by resubmitting the UIR Waiver request form and attachments.  The request for extension needs to be made two weeks prior to the expiration date.

 

If there is a change in placement for the child for whom the waiver is requested, the new placement provider must submit a new waiver request within five working days of the change in placement.  If a new waiver is not submitted within this five-day period, the new placement provider is responsible for reporting all unusual incidents in accordance with Rule 331.

EDUCATION

 

ISBE SUPERINTENDENT MAX MCGEE RESIGNS; SPECIAL EDUCATION TEACHER CERTIFICATION REVISED RULES STILL SLATED TO GO FORWARD

Superintendent of Education Max McGee agreed with the Illinois State Board of Education governing board not to renew his contract beyond December 31, 2001.  Amid growing frustration with McGee�s inability to resolve important issues regarding teacher certification, McGee has agreed to step down.  The ISBE still has special education teacher changes proposed to move forward.  The newest plan, which will be sent to all Education Committee members, does not require teachers to complete specific training activities or coursework, or pass an assessment in order to remove the limitations on the LBS 1/limited credential.  Instead, the limitations on the LBS 1 credential remain in place for three years for special education teachers and seven years for those holding the LBS 1 credential but not teaching on it, after which time the limitations automatically expire.  With the current state of flux at ISBE it is important to remember that changes in this proposed plan could happen at any time, especially since the General Assembly has refused to implement the earlier proposed plan.  ISBE proposes to operate with a 3-member panel of the governing board until a new superintendent is hired (BRH).

SPEECH PATHOLOGIST NEEDED

ILLINOIS COUNCIL ON DEVELOPMENTAL DISABILITIES ANNOUNCES �CALL FOR INVESTMENT FUNDS AVAILABLE�

 

COMMUNITY MEMBERSHIP AND PARTICIPATION

 

What Funding is Available?

The Council is pleased to announce a new Call for Investment (CFI) aimed at boosting the participation of individuals with developmental disabilities in the community decision-making process. We are seeking investment partners committed to achieving systemic change in the area of community membership. With this CFI, the Council is soliciting proposals for projects that will increase participation by people with developmental disabilities on local decision-making bodies (e.g., county boards, chambers of commerce, arts councils, etc.). Successful proposals will be sustainable beyond the initial investment period and will be designed to help the Council achieve a five-year performance target of helping five communities embody the spirit of "community membership for all people' by September 2006. The funds available for this initiative will total $250,000. The Council hopes to invest in up to 5 projects.

 

Who Should Respond?

Organizations and individuals who believe they can help the Council increase the participation of people with developmental disabilities on community boards, committees, and organizations, thereby creating a more diverse group of people in leadership roles in their communities.

HEALTH CARE COVERAGE REPORT

The Center for Medicaid and Medicaid ( formerly HCFA) recently released a report on the enrolling and retaining of children and low income families in health care coverage.  The report was developed to help state officials improve coverage for low income families whether they received cash assistance or not.  The report contains information on the eligibility used by the 50 states and how the application process has been streamlined in many instances.  State specific examples are highlighted through out the report including application and enrollment information for both Medicaid and separate child health programs.  The report is available on the Internet: www.hcfa.gov/medicaid/wrefhmpg.htm. DOMESTIC VIOLENCE BILL INTRODUCED

It was reported in This Week In Washington that the Victims� Economic Security and Safety Act was introduced with 108 co-sponsors.  The legislation which allows the victims to take leave from work also amends the TANF program.  The bill requires states to inform TANF applicants and recipients of their right to unemployment compensation and any state assistance for victims of domestic and sexual violence.  (JMS)

 

 

MEMBERS IN THE NEWS

Cleo Terry, Lifelink vice president of child and family services has been selected by U.S. Representative Henry J. Hyde to be one of 120 �Angels in Adoption� honored by the Congressional Coalition on Adoption (CCA) in a national ceremony held in Washington, DC on Tuesday, September 11.  The award is given to persons that have contributed to furthering adoption and adoption-related causes.  Terry and her staff at Lifelink have placed more than 1,300 international and domestic special-needs children with loving families through its programs in Illinois, Florida, Wisconsin and Iowa in the last three years.  The �Angels in Adoption� awards banquet is being sponsored by the Freddie Mac Foundation as part of their commitment to finding permanent homes for foster children.

 

The MILL , Rockford, Illinois, has announced a new executive director, Robert Thorud.
