Rommel Sangalang will be contacting the appropriate people who retrieve the Monday Reports two weeks before the password changes.  Rommel will confirm the individual qualifications (a confirmation of employment to a qualified CCA Member Agency and a contact phone number) and place them in a new distribution list that will be used to send the new password one week before the change.

FUTURE DIRECTIONS FOR THE CHILD CARE ASSOCIATION OF ILLINOIS AND ITS MEMBERS

 

Mark your calendars for October 25 and 26 at the Hyatt Lodge Oak Brook for the opportunity to participate in the Strategic Planning Process of the Child Care Association.

 

Join your colleagues and CCAI staff for a challenging two days of looking into the future. This is a unique opportunity to:

 

Participate in the Strategic Planning Process of the Association

Contribute your ideas and identify future potential

Examine the suggested directions for the CCAI as developed in the CEO Retreat

Examine future impacts on your agency

Determine how you will become involved in future CCAI directions and decisions

Provide input & critique ideas

Examine policy directions and determine how your agency will be involved

 

These two days form the second essential step of the strategic planning process for CCAI that started with the CEO and Board Retreat in July.  It will help confirm the directions, build the plans and guide strategic decisions for the next few years. There will be ample opportunity to exchange ideas in large group sessions as well as during smaller focus groups. The final strategic directions and the implications of those strategies will impact the association and our individual member agencies. Your participation is crucial!!! POLICY COMMITTEE RETREAT SET FOR OCTOBER 17 IN BOLINGBROOK

Changing times call for new measures, methods and strategies. Join your colleagues on the CCAI policy committee for our annual retreat at the Bolingbrook Holiday Inn on October 17, from 9:30-4:00.

 

We will: Critique the format, structure and role of the Policy Committee�past, present and future; Identify the key issues for Association policy and legislative work over the next year; Identify and discuss state and federal legislation of interest to CCAI; Strategize on how to succeed in future policy efforts; Discuss the status of current legislation.

 

This retreat represents a unique opportunity to �Jump Start� our policy work this coming year. Current members of the Policy Committee, Board Members and any member wishing to get involved in the Policy Committee this year are urged to attend. CHILD WELFARE

TRAINING FOR RESIDENTIAL CARE�STANDARDS AND OUTCOMES

As reported in prior CWAC-SED Committee updates in the Monday Report, a group of private providers and DCFS representatives has developed an outcomes management system for all DCFS wards in residential care. This is a set of standards and outcomes by which all residential agencies will be measured and evaluated. DCFS will begin collecting outcomes January 1, 2002 as part of an agency�s contractual obligation to DCFS.  Baseline data will be collected first in order to set outcomes benchmarks. Following that, agencies will be evaluated around the outcomes and their benchmark performance.

 

A set of training sessions is scheduled to acquaint agencies with the outcomes and anticipated collection of baseline data. Agencies are requested to select a representative who will then become your agency�s internal trainer on this material.  The representative(s) must be a master�s level program staff with teaching and leadership skills. 

 

Training dates and locations are listed below. Space is limited for each location, so register by calling 877-800-3393.  Agencies should have received a letter from Tom Finnegan of DCFS during the last 2 weeks outlining this project and the training sessions in more detail.

 

Outcomes Module Trainers Training Schedule

Each agency may only send one representative from each residential program.  A program is defined by the number of Gatekeeper Residential profiles that the agency submitted to DCFS.  In addition each training location is limited to 60 people.  Sign up early to ensure a seat at the site of your choice.

CWAC MEDICAID ADVISORY WORKGROUP

The CWAC Medicaid Advisory Workgroup met in Bloomington on October 3, 2001.  The agenda included a review of the following items: Trends Affecting Medicaid Providers, Revised Checklists, Medicaid Conversions for I/GH, Suspension/Termination/Appeals Procedures, Post-Payment Reviews, Provider Issues and Additional MBS Edits. 

 

Trends Affecting Medicaid Providers

It was noted that the trends that will be impacting Medicaid providers include:  1.) The current economic impact which will require curbing spending.  Rate enhancements that are already in the pipeline will be honored.  New ones will not be entertained.  2.) The program plan roll out for residential services where the caseload continues to be compressed.  Efforts are going to be focused to serve more children in the community for mental health needs versus residential.  3.) The use of residential services locally to extent possible will be emphasized but some regions do not have the resources.  What is the capacity in each region and what should be the specialized service mix?

 

Revised Checklists

The checklist that is used by Infant Parent Institute to certify and recertify agencies for Medicaid has been revised to collapse the review of information.  What are the important areas for certification versus a detailed look at every item in the Medicaid rule?  A workgroup was created to look at the revised tool and will meet on October 24th.

 

Medicaid Conversions for I/GH

There are approximately 12 to 15 providers that DCFS is trying to convert to Medicaid in order to maximize the Medicaid claiming of funds for Illinois.  With the shortfall that the state is predicting, it becomes important for all state agencies to look at additional federal dollars that could be captured for the state.  Questions were raised about the impact of these agencies converting and what would happen with the funding to the state.    

 

Provider Issues

Provider issues that were raised during the meeting included: recertification procedures, specialized and treatment foster care, levels of care, residential program plans, SACWIS and the Medicaid assessments/service plans, home passes, communication and the county courts.  (JMS)

 

GENERAL

CWAC SACWIS ADVISORY COMMITTEE

The CWAC SACWIS Advisory Committee met on October 2, 2001 at LSSI in DesPlaines.  The agenda included a review of the status of implementation of SACWIS for both Phase I and Phase II, review of the major issues impacting private agencies, status of the equipment contracts and billing, and reports by the new POS Advocates positions. 

 

Status of SACWIS Implementation

The projected live date for SACWIS to be running for Phase I � Intake and Investigation � has now been moved back from Feb. 2002 to April 22, 2002.   The question was raised about the impact of the projected hiring freezes and state budget cuts on the SACWIS project.  It was reported that there would be no impact on the private agency grants to support agencies in meeting SACWIS certification requirements.  Projected dates for purchase of the terminal servers by DCFS is June 2002.  Private agency automation training was scheduled to begin in August 2002 which required SACWIS certification of agencies by that date.  That date has now been pushed back to Sept. or Oct. 2002.  Completion of implementation of the SACWIS project is projected to be August 2003.

 

Status of the JAD (Joint Application Development) Sessions

The project has had architectural design sessions related to Non-CA/N Intake, Assignment, Assessment, Background Checks, Resource Development, Licensing and Service Planning.  POS agency representatives have participated in each of these sessions.  The design sessions are focusing on the details and specifics of how a job is done as well as building conceptual framework for doing the job within SACWIS.  Two major issues that have been raised during the design sessions have been the access to private agency foster home resources and how the Medicaid assessment and treatment plan are incorporated into the process.  Concern was expressed by members of the Advisory Committee based on the report provided by DCFS about the sessions that Medicaid still was not incorporated into the design process for assessment and treatment planning.  It was also requested that as part of future reports provided on the design sessions that major issues related to private agencies be included as part of this report.

 

Private Agency Issues for Design

Other issues that continue to remain on the agenda for the private agencies are the information for residential providers, communication about SACWIS to service providers, training coordination of SACWIS training with core training required for service workers, security for the system, and continuous changes to the JAD schedules and process.  A representative from American Management Systems attended the meeting so concerns were expressed by Committee members about the JAD schedule changing dates three times, the inflexibility in the process for participation related to orientation attendance requirements and interviews, need for more orientation dates and need for orientations being conducted in Chicago.

 

AFCARS and Staffing Compliance

To date, nearly all of the AFCARS compliance issues have been cleared looking at the DCFS data; only a couple agencies still need to provide documentation in order to be in compliance for billing under the SACWIS grant.  Staffing compliance however continues to be a larger problem for agencies.  The first quarter report showed 14 agencies out of compliance and this was the same number that were out of compliance for the fourth quarter of FY01, but not necessarily the same agencies.  Agencies are encouraged to file a timely appeal on their staff compliance issues.  Paying the penalty does not exempt an agency from having to meet the staffing requirements for purposes of the SACWIS readiness grant. 

 

Seat Count Process

DCFS staff and the Pos Private Agency Liaison for the SACWIS project will begin redoing the seat count process within the next few months.  This was the process used to determine the amount of the grant to each agency.  It is expected that the dollars/seat may rise as a result of this process.  If so, an agency�s revised amount of funding, minus whatever has already been reimbursed, will be used to generate a contract amendment for the remainder of the grant period.  (JMS)

 

NEW PROVISIONAL MEMBER

CCA OUTCOME MEASURES 2000 SUMMARY REPORT

The report is ready for distribution to the membership this week and marks a significant milestone in the collection and use of outcome information by CCA members to improve services to Illinois Children and Families.

 

One of the major goals set by the CCA membership was the development of a uniform collection and reporting capability for outcomes.  The 2000 report marks a significant accomplishment for the Association in reaching this goal.  With this report CCA has collected three years of outcome data which allows us to set the first benchmarks for performance in our field. The establishment of outcome benchmarks will begin to serve as a basis for defining success for private agencies delivering child welfare services in Illinois.

 

Agencies which participated this year will receive a custom outcome report for your agency in addition to the summary report.  This report utilizes your data exclusively so you can use the custom report for quality improvement purposes.
