CCAI is one a number of co-sponsors
for a Forum with the Gubernatorial candidates on Children�s Issues. The forum
is scheduled for Friday, October 4, 3-5 p.m. at National-Louis University, 122
S. Michigan, Second Floor Atrium. The candidates will appear separately. Each
candidate will make a brief statement, and then answer 4 questions developed by
the sponsors on broad children�s issues. There will then be an open question
and answer session with questions for the audience submitted on note cards. Phil
Ponce of WTTW television will be the moderator.
The 2002
Gubernatorial Candidate Forum is sponsored by Voices for Illinois Children and
co-sponsored by the Child Care Association of Illinois, Children�s Memorial
Hospital, Day Care Action Council of Illinois, Fight Crime: Invest in Kids
Illinois, First United Methodist Church � Chicago Temple, Illinois Center for
Violence Prevention, Illinois Chapter of the American Academy of Pediatricians,
Illinois Maternal and Child Health Coalition, National Center on Poverty Law,
Ounce of Prevention Fund, Prevent Child Abuse Illinois, United Way of Illinois,
Urban League of Chicago and Work, Welfare and Families. The forum is hosted by
National-Louis University.

HOUSE
COMMITTEES HEAR TESTIMONY ON TROUBLED YOUTH
A
combined hearing of the Illinois House Children and Youth and Mental Health
Patient Rights� committees was held on September 25 in Chicago. Although the
hearing was intended to address broad issues about troubled youth, much of the
testimony from state staff focused on the state of residential care and recent
media coverage of problems at a Chicago area facility. Several legislative
responses were proposed, which may prove problematic for children, so we keep
track of the activity of this committee. Future hearings may be scheduled.
CCAI
provided testimony for this committee on the broad issues pertaining to troubled
youth, the difficulty of tracking trends since the various state and county
entities serving children with serious emotional disturbances do not easily
exchange data, and the need for further study of the scope of the problem. A
copy of the CCAI testimony will be mailed to all Executive Directors this week.

DIRECT SERVICE EMPLOYEE/SUPERVISOR FOUNDATION TRAINING UPDATE
DCFS
training staff have asked us to share their concerns and proposed training
registration deadlines. They report that over the recent months, Private Agency
supervisors are attempting to calling the Thursday and Friday before the
following Monday Class to request staff start the training the following Monday
class. Registrations and confirmations have already gone out by this time,
as well as the curriculum materials and the lists to the trainers of who will be
in their classes.
When they continue to add staff the week before class, updated rosters,
confirmations that may or may not get to the staff attending and extra materials
and parking passes for those attending class at IIT in Chicago need to go out in
advance. Late registration does not permit this and increases the errors in
registrations for all staff.
Once staff has been offered a job at a Private Agency, the supervisors can call
and register them. Even if staff decide not to accept the job, if is easier to
take them off the list than to add them "late" to the list.
Following is the proposed "cut off" date for getting staff into the
class indicated:

DEPT.
OF JUSTICE AWARDS GRANTS TO MENTOR AT-RISK YOUTH
The Justice Department announced
today it is awarding more than $14 million in grants to fund juvenile mentoring
programs across the nation. Through
the Juvenile Mentoring Program, administered by the Office of Justice
Programs� Office of Juvenile Justice and Delinquency Prevention (OJJDP), more
than 5,000 at-risk youth will receive one to one mentoring aimed at keeping them
in school and away from drugs and crime. The
three-year grants range from $156,000 to $220,000 each.

MENTAL
HEALTH SYSTEM IN CRISIS
The National Council on Disability (NCD)
has released its report The Well Being of our Nation: An Inter-Generational
Vision of Effective Mental Health Services and Supports, calling for fundamental
reform in a mental health system in crisis.
This report examines some of the root causes of the crisis in mental
health and seeks to �connect the dots� concerning the dysfunction of a
number of public systems that are charged with providing mental health services
and supports for children, youth, adults and seniors who have been diagnosed
with mental illnesses. For more

STATE
FISCAL CONDITIONS CONITNUE TO DETERIORATE
A paper from the Center on Budget
and Policy Priorities summarizes the status of fiscal conditions facing state
governments, noting that many states have experienced the sharpest
year-over-year decline in revenues since the 1980s.
Few tactics remain to close expected budget gaps next year except for
cuts in essential services. As a
result, the federal government should move to provide some assistance through
possibly adjusting the Medicare and Medicaid reimbursement rate.

HEALTH
INSURANCE PORTABILITY AND ACCOUNTABILITY ACT (HIPAA)
This is a reminder to agencies that
there is a deadline regarding HIPAA that is approaching.
October 15, 2002 is the date that agencies must submit an extension plan
in order to allow an additional year to be in compliance with the code sets that
will be required related to any standard transactions that are done
electronically for medical information. In
addition to the issue of electronic transfer of information, agencies must then
meet the privacy requirements which has a deadline of April 2003. You can use the model compliance plan provided at the website
for DHHS and file electronically. www.cms.hhs.gov/hipaa.
If you cannot submit your compliance plan electronically via the website
or you want to submit your own version of a compliance plan that provides
equivalent information, it must be printed and mailed to: Attention: Model
Compliance Plans, Centers for Medicare and Medicaid Services, P.O. Box 8040,
Baltimore, Maryland 21244-8040.
The speaker at the Sept. 17th HIPAA seminar held by CCAI
recommended that it be sent certified mail if you do mail it.
As has been stated previously, if you file an extension plan and it is
later determined that you do not meet the definition of a covered entity, this
does not obligate your agency to meet the requirements of HIPAA.
CCAI is continuing to make contacts
with attorneys, CWLA and other resources to determine the content of a proposal
that would provide a set of example forms and policies that could be used to
implement the requirements of HIPAA. (JMS)
UNITY SOCIAL SERVICES NEW PROVISIONAL MEMBER
The association is pleased to announce Unity Social Services as a new provisional member of CCAI effective September 13th. Unity�s programs include a foster care program, currently serving 275 children from Cook County. The agency also contracts with DCFS to offer parenting education and they employ two therapists to provide counseling and therapy for their children in foster care, and also serve some outside clients for counseling. The agency also provides AIDS/HIV prevention services in Cook County, and contracts with HUD to operate a supportive housing program for young homeless adults, often serving persons recently aged out of the child welfare system. Unity offers an energy assistance program and provides a feeding program for indigent persons.
