CHILD WELFARE

FEDERAL CHILD AND FAMILY SERVICES REVIEWS

The federal child and family service review conducted by the federal government will review Illinois� compliance with key federal rules and regulations. The results could impact long term federal funding for DCFS. Since more than 70% of foster care cases and a significant number of intact family cases are held in the voluntary sector, there is a strong likelihood that the majority of cases selected for review will be with our member agencies.

 

The first step of the total review is for states to submit comprehensive data on the performance of the system. Once this data is compiled, it will be used for comparison with the cases selected for review. The second stage of the review is an on-site review by a team including federal staff and volunteer reviewers. The team reviews individual cases for compliance with all requirements and then compares the evidence in the case record against what the system data shows. Do the cases make a fair representation that the data submitted is accurate?  Part of the process will also be comprehensive interviews with stakeholders.

 

Illinois is scheduled for the on-site review in September 2003. Watch for various training activities, meetings, special reviews and information bulletins from DCFS and CCAI as we prepare for this important review.

DCFS has a federal review preparation committee. That committee will now be co-chaired by Jim Jones, President/CEO of ChildServ. We need more voluntary agency members to serve on this committee to help guide our sector in preparing for the review. WELFARE REFORM REPORT FROM GAO

On December 10, 2002, the General Accounting Office (GAO) released the following report:

Some products now have a link to Highlights (the link ends with "high.pdf"). This one-page document gives the key findings and recommendations of a GAO report or testimony. You can use the Highlights to decide whether you wish to see the full report or testimony.

EDUCATION

MORE NEWS ON SUPPLEMENTAL EDUCATIONAL SERVICE PROVIDER APPLICATIONS:

A packet of information was recently sent to all CCA member agencies and the CCA Education Committee regarding applications for providing remedial and after-school services for area schools.  The first deadline listed on the application was December 2, 2002.  A NEW SET OF APPLICATIONS WILL BE SOLICITED IN THE FIRST PART OF FEBRUARY FOR THESE SERVICES, AND ISBE IS VERY INTERESTED IN ENCOURAGING FAITH-BASED AND COMMUNITY-BASED AGENCY PARTICIPATION IN THE DELIVERY OF THESE SERVICES.  The sweeping federal legislation, termed the No Child Left Behind Act is responsible for substantial changes in education.  All local schools that have been required to �offer choice of enrollment to another local school� are listed on the ISBE website.  If these schools do not obtain Annual Yearly Progress after spring testing, they will then have to purchase or provide any of the supplemental educational services that research indicates will help the children in the school make more significant progress.  ISBE wants any interested provider to have a plan ready for the schools that are on the list.  So, CCA members who are interested in any form of service provision are encouraged to see if any of their local schools are on the list.  The ISBE staff person in charge of this program indicated that CCA members could complete all of the narrative section of the application, which is essentially program description.  Then, they should consult the website the first part of February 2003, to identify which portions of the application have changed. (Changes are only expected in some of the demographic information).  All of this information can be obtained as follows:  Go to ISBE website (www.isbe.net).  Scroll on left-hand side to NCLB.  Click on this, then go to right-hand side and click on �Criteria for Approval of Supplemental Education Providers.�  Also, on the right-hand side is the �Supplemental Education Provider application.�  After reviewing those documents return to the ISBE home page.  In the center is a red box �Current News and Archives.�  Click on this and then click on the year 2002.  Go to the July 15, 2002 document and click on the list of schools identified with the Annual Yearly Progress.  There will be four lists.  The second list is all schools that must �offer choice� outside the City of Chicago.  The fourth list is all schools that must �offer choice� inside the City of Chicago.  These are the schools that will most likely need remedial education and social services unless their students make the Annual Yearly Progress needed after testing this spring.  Deadlines for the first set of applications were so tight that only 14 organizations were selected, and most of these were large for-profit organizations like Kaplan, Sylvan, Princeton Review, etc.  ISBE is very interested in getting more local participation.  The key staff person to contact is Cheryl Bradley (618-244-8383 and [email protected]) BRH. 

 

GENERAL

MEDICAID AND SACWIS

One of the unresolved issues in the development of the next phase of SACWIS was how would the Medicaid requirements be integrated in the design of Phase II for the system related to assessment and treatment plans and especially related to the case notes.  POS representatives had met with SACWIS project staff regarding this issue during the summer of 2002 and submitted recommendations on what information would need to be included that would meet the requirements of Medicaid and assist staff with documentation for the Medicaid Billing System and meet the requirements of SACWIS.  In recent discussions with project staff for SACWIS we have been advised that none of the Medicaid information recommendations have been included in the design of Phase II at this time.  Due to the many budget cuts that DCFS has had to address the past two years, the SACWIS design has been reduced in scope in many areas, with Medicaid being one of those areas.  The CWAC Medicaid Workgroup will be meeting in early January to discuss the impact this will have on the operations for POS agencies.  The next meeting of the CWAC Medicaid Workgroup is January 9, 2003.  (JMS)

 

WELFARE REFORM
