HIPAA SEMINAR APPROACHES � SIGN UP NOW!!!!!

This is a reminder to agencies about the upcoming HIPAA seminar (Health Insurance Portability and Accountability Act).  It is important for agencies to send representatives to the HIPAA Seminar scheduled for September 17, 2002 from 10 to 2 at the Holiday Inn Select in Naperville.  Registration forms are available by contacting the CCAI office 217-528-4409, Ext. 22 or going to the web site at: www.cca-il.org.

It should be noted that just because an agency applies for the extension does not automatically mean an agency becomes a covered entity. The speaker will also review some initial steps agencies can take to begin implementation.  

Our speaker for the session is Deanna Mool with Sorling, Northrup, Hanna, Cullen and Cochran.  She serves as the consultant to the Governor�s Office for HIPAA in Illinois and has presented to the Illinois Dept. of Public Aid, Illinois State Medical Society, Illinois Public Health Association Conference and the Illinois Public Health Administrator�s Association.   Please mark you calendar to have someone from your agency attend this important seminar.  (JMS)

WRAPAROUND SERVICE PLANNING SKILLS ESSENTIAL FOR CCAI DIRECT SERVICE WORKERS AND SUPERVISORS

Is your staff successful in formulating or obtaining good Wraparound plans for their clients? There is increasing emphasis within the child welfare system for developing individualized wraparound service plans for children in community-based care. Part of the philosophy involves creating success for children in less restrictive forms of care and decreasing the need for multiple placements into more restrictive care. We can debate the philosophical merits of those principles and agree or disagree with the rationale. What is clear, however, is that the system is moving in this direction and the onus is on our agencies to assure our field staff possesses the skills to matriculate through a system built on these principles.

Staff must obtain a good clinical understanding of the key concepts of Wraparound Service Planning and basic skills needed to help formulate plans and advocate for their clients involved in the plan. They must know what the proper components are and what should be included in this plan. As many of our staff will work across various LAN areas with different System of Care providers, there may be some variation on the way the Wraparound plans are formulated. It is imperative that our staff understand the basics to be sure their clients are receiving good services no matter what LAN they are in and that staff feel comfortable in advocating in various types systems for the services their clients need. 

Who are the workers most in need of these skills?

We even have staff from juvenile court systems registering for this training. They are building their knowledge level on this and urge you as agencies to be sure our workers can compete.

FOSTER CARE BED HOLD POLICY

Foster Care providers should review the recently released Policy Guide 2002.08. This policy clarifies the Case Management service fee for children previously under an agency�s care. The policy appears to only permit case management for children and not a Bed Hold. However, it is our understanding from DCFS finance staff that Bed Holds are still permitted for foster care by following the existing Bed Hold policy and procedures. DCFS will be tracking both foster care bed holds and requests for Case Management fees.  Please let us know via e-mail to [email protected] if you experience any problems, or have questions with this new policy and DCFS� interpretation of it. EDUCATIONAL SYSTEM CHANGES AS RESULT OF �NO CHILD LEFT BEHIND�

The Act to Leave No Child Behind contains a number of provisions for education systems. These provisions will have an impact on the children CCAI agencies care for. We encourage you to read two articles that discuss these education system challenges: The September edition of American School Board Journal that refers to the bill's requirement that all students will attain academic proficiency in 12 years and details challenges to resources for states, most of which are facing recession-induced budget shortfalls

CHILD WELFARE PROVISIONS IN RECENT TANF PROPOSALS

The Center on Law and Social Policy and the Center on Budget and Policy Priorities have completed their recent review and comparison of Child Welfare provisions of the new TANF proposals.

KINSHIP CARE INFORMATION

A partnership of the Children's Defense Fund, Child Welfare League, AARP, Casey National Center for Resource Family Support, The Brook dale Foundation, Generations United, The Urban Institute and Johnson & Hedgpeth has resulted in a report on the status of Kinship Care. Consultants have compiled and released the most up-to-date state information, including:

* Newly available Census data on the number of grandparent caregivers

* A comprehensive list of kinship care family resources and services

* State foster care policies for kinship caregivers

* Information about key public benefits programs

*State kinship care laws

NATIONAL FAMILY WEEK IS NOVEMBER 24-30

The Alliance for Children and Families is promoting National Family Week again this year.  The theme is �Connection Counts,� which promotes the concept that strong families are at the center of strong communities and that families thrive when they are connected to the opportunities, people and services that enable them to succeed.  As part of CCAI�s strategic plan, we have obtained a small grant to promote ways to strengthen families with legislators and policy officials.  Please browse the Alliance�s website, www.nationalfamilyweek.org, for information about ways your agency can promote strong families in your community.  This is a great opportunity to advocate for the broader policies we believe in  (BRH).

ONE IN FIVE FAMILIES LEAVING WELFARE RETURN

As Congress debates welfare reauthorization, new research from the Urban Institute�s Assessing the New Federalism project shows that 21.9 percent of families leaving welfare return within two years.  Return rates are especially high for former recipients with little education, limited work experience and poor health.  In contrast, married former recipients and families receiving such transitional supports as childcare subsidies, public health insurance, and emergency help with expenses are less likely to return.  For additional information about the brief developed by the Urban Institute �Who Returns to Welfare� go to: http://click.topica.com/maaavzyaaTnSca30MABb/.  (JMS)

CCA OUTCOME MEASURES DEADLINE

The deadline for all CCA members to submit Outcomes Measures is Friday, September 13, 2002.  If you have yet to send your FY 2001 Outcome data please make this a priority this week, as we would like to tabulate and return outcome reports much quicker this year.  Should you have any questions please call D.D. The report covers the fiscal year ending June 30, 2002.  Instructions and forms can be found on our website for easy downloading.  A help line has been established to take your calls, please call D.D. DOWNSTATE PERFORMANCE BASED CONTRACT MEETING

The Downstate Performance Based Contract meeting is scheduled from 1:00 to 3:00 p.m. on September 18 at 628 E. Adams in Springfield.  POS agencies will be meeting from 10:00 a.m. to 12 Noon on the 18^th at the CCAI office in Springfield.

SED WAIVER MEETING CHANGE OF DATE

The SED Waiver meeting that was scheduled for Thursday, September 26 at 2:00 p.m. has been canceled.  The new date is Wednesday, October 9 from 2:00 to 4:00 p.m.  Location to be announced.

SED-PPN SUBCOMMITTEE MEETING CANCELLED

The SED-PPN Subcommittee meeting scheduled for Tuesday, September 10 is CANCELLED. The topic of the PPN will be addressed at the regular SED Committee on September 19. (MB)

FALL MEMBERSHIP MEETING � OCTOBER 23-24--Starved Rock Lodge

CCAI�s Fall Membership Meeting will be held October 23 & 24 at Starved Rock Lodge and Conference Center, Highway 178 & 71, Utica, Illinois.  Agenda items will include: 1) Social Entrepreneurship, 2) Retooling High End Services, 3) Working with a New State Government, 4) CCAI Advocacy Initiative: Assessing Progress & Keeping Advocacy Alive.

Please look for the registration form this week.  Information and registration will also be placed on CCAI�s website in the next couple of days at www.cca-il.org   As soon as possible a more detailed agenda will be sent to you.  Early bird fee is $125.00 before October 4^th.  Registrations can be made via fax with credit card, or by mail with check.
