Here is a a background piece on child care funding and a flyer on Wednesday, 
February 4 call in day.

The call in is even more important now. The budget was released by the
President yesterday and describing the sections dealing with child care is
easy.  There are no increases. NO increases at all either in the "mandatory"
funds that are provided under the TANF law and no proposed increases in
discretionary. This would continue the pattern of a virtual freeze in child
care funds for three years (if this becomes law) with total national child
care funding stuck at $4.8 billion the same as 2003..

Head Start does not fair much better. A meager increase of $169 million will
bring Head Start to $6.9 billion. Going into this current fiscal year it has
been projected that the most recent budget (2004) does not provide enough of
an increase to prevent the loss of Head Start slots. The budget also
envisions 9 state "pilot" projects. This is in effect a 9 state block grant
proposal as adopted by the House of Representatives last year.
