VICE PRESIDENT FOR PERMANENCY AND OPERATIONS

FAMILY SERVICES OF METRO ORLANDO  

Description:  This is a new position that will be responsible for exercising fiduciary and managerial responsibility for assigned agency resources and providing administrative structure for program operations.  Partnering with the State of Florida Department of Children and Families (DCF) and sub-contracted service providers, provides support to staff and delegate agencies as they pursue service objectives in the areas of well-being, permanency, and safety for vulnerable children and families.  The position is located in Orlando, Florida and reports to the Executive Vice President.  Requires travel throughout Orange and Osceola counties.  

Key Accountabilities:  Reviews and evaluates all program operations and assures uniform and coordinated systems, processes and management strategies; facilitates compliance with timelines and requirements under the Adoption and Safe Families Act of 1997 (P.L.105.89), Chapter 39, Florida Statutes (FS 39.001,et seq.), and Chapter 65C, Florida Administrative Code (FAC 65C-0001, et seq.) and Council on Accreditation standards; coordinates recruitment of foster and adoptive families; assures collaboration with Child Welfare Legal Services and coordinates services with DCF program offices; assures access to needed services; establishes rotational intake through a case assignment unit; assures diversion of children from more restrictive levels of care through crisis intervention and prevention programs; provides technical assistance, program support and policy leadership for adoption home studies and subsidy process, risk assessment of in-home services, foster care capacity-building and monitoring, case plan development and permanency planning; troubleshoots placement coordination and profiling; provides leadership in collaboratively working on best practices design, partnering with DCF staff and other community providers to continually improve service delivery to clients.                                            

Requirements:  Related advanced degree required, preferably MSW, with LCSW or LMFT strongly preferred.  Seven or more years of experience in a related field also required, including accountability for complex programmatic, financial and administrative operations within a variety of child welfare settings.

VICE PRESIDENT FOR POLICY AND PROGRAM DEVELOPMENT

Description:  This is a new position responsible for directing the agency’s strategic planning, long-range goals and related policies.  Also responsible for coordination of community resources and capacity, as well as initial redesign and continuous improvement of system of care.  Directs and supervises staff responsible for research and continuous quality improvement.  The position is located in Orlando, Florida and reports to the Executive Vice President.  Regular travel throughout a five county area required.  

Key Accountabilities:  Provides overall direction for research designs and utilization issues throughout the continuum of care; technical assistance with program design and development, including application of research to practice as it relates to permanency, well-being and safety; serves as a resource for CQI, accreditation and service delivery system issues; establishes coalitions with other community based care entities, public policy organizations, and government agencies; monitors contracted outcomes; assures optimal client relations and CBC advocacy; develops policy recommendations; organizes, educates and advocates for system change.   

Requirements:  Experienced leader with highly developed writing, public speaking, advocacy, conflict resolution and community relations skills; knowledge of legislative issues related to community based care required.  Experience in developing public policy and lobbying preferred.  Degree in Public Policy, MSW or other related advanced degree; ten or more years of related experience.

Description:  This is a new position serving as Chief Financial Officer, overseeing all financial policies and functions, including accounting, budget, credit, insurance, taxes and contract compliance.  Will supervise staff responsible for information technology, contract negotiation, physical plant operations and revenue maximization.  The position is located in Orlando, Florida and reports to the Executive Vice President.   

Key Accountabilities:  Provides overall direction for financial activities, including financial forecasting and fiscal and management controls; Develops financial policies, procedures and cost allocation methodologies for federal, state, county and/or other appropriations; assures compliance with related contract requirements, Medicaid and sub-contractor provisions; direct the management of information services and physical plant operations; manages contracts with network providers, including contract negotiation; develops systems for cash flow management, rate methodologies, sub-contractor agreements, and revenue maximization opportunities.   

Requirements:  Experienced leader with highly developed knowledge of GAAP, information technologies, general management and organizational skills.  Knowledge of child welfare, Medicaid and other human services funding streams preferred.  Advanced business degree and ten or more years of related experience required, including some experience in a non-profit child welfare organization with accountability for complex financial systems and budgets.

Description:  This is a new position serving as the agency’s official spokesperson.  Implements publicity, public information and community relations programs designed to develop public awareness and goodwill towards the agency and its delegate agencies.  The position is located in Orlando, Florida and reports to the Executive Vice President.  Travel throughout Orange and Osceola counties is required.   

Key Accountabilities:  Provides overall direction and implementation of public affairs plans, programs and schedules for public relations; internal and external media services, community relations, government relations, special events and photographic services;  promotes a positive image of the agency and community based care; provides leadership for funding strategies; generates support for foster care and adoption recruitment; is the agency contact person for collaboration with Community Alliances; directs development of publications; develops positive media relations;  recommends actions to take in developing good public relations; and supports advocacy activities of a variety of children’s services.   

Requirements:  Experienced leader with highly developed abilities in developing and maintaining relationships; conducting effective presentations; analyzing critical situations; and general management and organizational skills. Bachelors degree in public relations or communications required, related advanced degree preferred.  Ten or more years of related experience required, including some experience in a leadership position with a non-profit child welfare organization.

Description:  This is a new position providing administrative and secretarial support to the top executive, including schedule management, travel arrangements, processing of sensitive information and other confidential or time-sensitive projects. The position is located in Orlando, Florida and reports to the Executive Vice President.   

Key Accountabilities:  Maintains a variety of files, budgets, spreadsheets and databases; prioritizes and independently manages routine organizational responsibilities; coordinates daily schedule of EVP; arranges meetings and travel plans; coordinates efforts with various staff at all levels of the organization; manages the office operations, including ordering supplies; develops new techniques and approaches to problems as they arise, while working independently and pro-actively to meet deadlines.   

Requirements:  Projects a positive, service oriented attitude and desire to enhance the quality of assigned tasks; proficient in relational database management systems, a variety of software programs including desktop publishing, graphic manipulations, spreadsheet, internet and LAN applications.  Proven ability to communicate clearly and effectively; ability to work well under pressure and to meet deadlines; ability to write reports and letters.  Experience in a non-profit environment highly desirable.  Related associates degree or certification from a specialty business school and a minimum of two years of related experience required; or high school diploma and a minimum of five years of directly related experience.
